Privilege Escalation in VMware Aria Operations and VMware Tools (CVE-2025-41244)

Historical catalog analysis: CISA added this entry on October 30, 2025. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2025-41244 is a privilege defined with unsafe actions vulnerability (CWE-267) affecting Broadcom VMware Aria Operations and VMware Tools. The flaw allows a local actor who possesses non-administrative privileges to escalate their permissions to root on the affected virtual machine (VM).

Exposure and applicability

This vulnerability does not affect all VMware environments. For an asset to be exposed, three specific conditions must be met simultaneously:
1. The VM must have VMware Tools installed.
2. The VM must be managed by VMware Aria Operations.
3. Service Discovery Management Pack (SDMP) must be enabled within Aria Operations.

If any of these components are missing or disabled, the specific exposure path described in this vulnerability is not applicable.

Remediation priorities

Based on the inclusion of this CVE in the CISA Known Exploited Vulnerabilities (KEV) catalog as of October 30, 2025, remediation should be prioritized for high-value VMs that meet the applicability criteria. Our analysis suggests the following priority sequence:

  • Immediate Action: Identify all VMs managed by Aria Operations where SDMP is active and VMware Tools are present.
  • Primary Remediation: Apply vendor-supplied mitigations as detailed in Broadcom’s security advisories.
  • Alternative Mitigation: For environments where immediate patching is not feasible, evaluate the necessity of the SDMP feature; disabling it could reduce the attack surface by removing a prerequisite for the exploit.
  • Cloud Considerations: Organizations utilizing these services via cloud providers should follow BOD 22-01 guidance to ensure the provider has addressed the underlying vulnerability in the managed infrastructure.

How to validate remediation

Verification must go beyond confirming a version number. To assure that exposure has been reduced, defenders should:
* Verify Configuration State: Confirm through Aria Operations management consoles that SDMP is either disabled or updated to a version where the unsafe actions are removed.
* Validate Component Integrity: Ensure VMware Tools have been updated across all identified target VMs.
* Cross-Reference Assets: Compare the list of patched VMs against the inventory of those managed by Aria Operations to ensure no gaps exist in the remediation deployment.

Limits and open questions

While the vulnerability is listed in the CISA KEV catalog, the status of its use in known ransomware campaigns remains unknown. Furthermore, because this is a local privilege escalation flaw, it requires an attacker to already have initial access to the VM; it does not provide a remote entry point into the environment. Residual risk remains if non-administrative accounts are over-provisioned or if third-party applications on the VM provide paths for attackers to gain the initial low-privileged shell required to attempt this escalation.
