PAN-OS Management Interface Authentication Bypass (CVE-2025-0108)

Historical catalog analysis: CISA added this entry on February 18, 2025. The entry reflects catalog information retrieved on August 31, 2026, not a snapshot archived on the inclusion date. Check current vendor guidance before acting.

What the vulnerability is

CVE-2025-0108 is an authentication bypass vulnerability (CWE-306) located within the management web interface of Palo Alto Networks PAN-OS. The flaw enables an unauthenticated attacker who has network access to the management interface to circumvent standard authentication requirements and execute specific PHP scripts.

Exposure and applicability

This vulnerability applies to organizations utilizing PAN-OS where the management web interface is reachable over the network. Exposure is highest for environments where the management plane is accessible from untrusted networks or broad internal segments. Because the attack requires network access to the interface, the primary exposure path is the network route between the attacker and the management IP of the device.

Remediation priorities

Based on the inclusion of this vulnerability in CISA’s Known Exploited Vulnerabilities catalog as of February 18, 2025, remediation should be prioritized for assets with external or high-risk internal exposure. Our analysis suggests the following priority sequence:

  1. Immediate Mitigation: Apply vendor-provided mitigations according to official Palo Alto Networks instructions. If mitigations are unavailable for a specific deployment, the source indicates that discontinuing use of the product may be necessary.
  2. Network Isolation: Restrict network access to the management web interface to a limited set of trusted administrative IP addresses or a dedicated management VLAN to reduce the attack surface while patching is coordinated.
  3. Asset Identification: Audit all PAN-OS deployments to identify which versions are active and whether their management interfaces are exposed to unauthorized network segments.

How to validate remediation

Verification must go beyond a simple version check, as a deployed update does not inherently guarantee that the vulnerability is mitigated in the specific environment. To verify exposure reduction, defenders should:

  • Confirm Mitigation Application: Verify through vendor-specific tools or logs that the required mitigation steps have been successfully applied to the device.
  • Network Path Validation: Use network mapping or access control list (ACL) audits to confirm that the management interface is no longer reachable from unauthorized network segments.
  • Access Testing: In a controlled environment, attempt to access the management PHP scripts without credentials to ensure the authentication bypass is no longer functional.

Limits and open questions

It remains unknown whether this vulnerability has been utilized by ransomware campaigns. Additionally, while CISA has established a remediation deadline of March 11, 2025, for federal agencies, this date serves as a risk indicator rather than a mandatory requirement for non-federal organizations. Residual risk persists if the management interface remains accessible to broad internal networks, as an attacker who gains a foothold in the network could still attempt to exploit any remaining gaps in mitigation.
